EV Charger Installation in Kentucky: The Code, the Inspection, and the Panel Problem Nobody Warns You About
This is my home state and my home local. Kentucky runs a current electrical code — and a heating mix that fights it. Because so many Kentucky homes heat with electricity, this is one of the harder states in the country to pass an EV charger load calculation in, and almost nobody tells homeowners that before they buy the charger.
I'm Jason Walls, Master Electrician, IBEW Local 369 — the Louisville local. I have opened a lot of Kentucky panels, and the pattern is consistent enough that I can usually guess the answer before I get the cover off. Kentucky's housing stock is not unusually old — its median year built, 1982, is within a couple of years of the national 1980. What sets Kentucky apart is how those houses are heated. About 55 percent of occupied Kentucky homes use electricity as their main heating fuel, against roughly 41 percent nationally (Census ACS 2024), and 100-amp services are ordinary rather than exceptional. Both of those facts push the same direction in an NEC Article 220 calculation.
That is not a reason to give up on charging at home. It is a reason to run the number before you spend anything, because the difference between a $500 circuit addition and a $4,000 service upgrade in Kentucky is decided almost entirely by what is already in the house.
What do I need to know about installing an EV charger in Kentucky?
Kentucky enforces the 2023 National Electrical Code statewide, mandatory as of January 1, 2025, and a permit and electrical inspection are required for a new charger circuit. Kentucky has no statewide residential charger rebate and no right-to-charge statute. Whether your panel needs an upgrade is decided by the NEC 220.83 load calculation measured against NEC 230.79's service-rating test — and in Kentucky, electric heat is usually the load that decides it.

Kentucky Runs the 2023 NEC — Which Is Better News Than It Sounds
Kentucky enforces the 2023 National Electrical Code as part of the Kentucky Building Code, mandatory as of January 1, 2025. A short list of residential requirements was phased in later — 210.52(C) (kitchen countertop receptacles), 230.67 (surge protection) and 314.27(C)(ceiling-fan-rated outlet boxes) became mandatory for one- and two-family dwellings on July 15, 2026 — and one deferral is still open, on the 2023 GFCI requirements in 210.8(A) for receptacles over 125 volts and 210.8(D)(8) through (11), pending revisions to UL 943 and UL 101. Nothing in Article 625 or Article 220 was deferred, so the EV rules and the load-calculation methods have been in force since January 1, 2025.
For EV charging specifically, the 2023 edition matters in one concrete way: NEC 625.54 was broadened to require GFCI protection for all receptacles installed for EV charging, where the 2017 edition reached only 125-volt, 15- and 20-ampere receptacles. Kentucky's open deferral above is on 210.8(A) — it does not reach 625.54, which is in force. If you are installing a 14-50 or a 6-50 in Kentucky today, plan for GFCI protection — and understand that this is one of the strongest practical arguments for hardwiring instead. Permits and Inspection in Kentucky
A new dedicated EV charger circuit is new electrical work. It needs a permit and an electrical inspection, and that is true whether a contractor does it or you do. Kentucky administers electrical licensing through the Department of Housing, Buildings and Construction under KRS Chapter 227A, and the work is signed off by a certified electrical inspector.
There are two permit paths, and which one applies to you is geographic. In most of Kentucky the permit comes from your city or county building department, which under KRS 198B.060 must employ or contract a certified electrical inspector. Where a jurisdiction has not made one available, the state steps in directly: under 815 KAR 35:020 a DHBC inspector performs the inspection and you obtain the permit from DHBC itself. Rural addresses land in that second category more often than homeowners expect, so confirm which applies to yours before you schedule anything.
One thing Kentucky does allow: KRS 227A.030(3) exempts a homeowner from the electrical contractor and electrician licensing requirements for work performed on their own single-family residence. That exemption is from the license, not from the Code — the permit, the inspection, and every word of NEC Article 625 still apply exactly the same.
Permit fees are the small number. Statewide they generally run $50 to $200. That is a rounding error next to the difference between a circuit addition and a service upgrade, which is why the load calculation is the thing worth getting right first. A permit also protects you at resale — unpermitted electrical work on a Kentucky home is a routine finding in a home inspection, and it gets renegotiated.
The Kentucky Problem: Electric Heat
Here is the thing that makes Kentucky different from a state guide you might have read for Texas or Florida. Electric resistance heat — a strip-heat furnace, baseboard, or a heat pump with electric backup — is common in Kentucky housing, and it is the single heaviest load in a residential calculation. Nothing else in a house comes close.
Run the arithmetic. A 15 kW electric furnace is 15,000 volt-amperes. At 240 volts that is 62.5 amps by itself — more than an entire 60-amp service, and about two thirds of a 100-amp one, before you have accounted for lighting, receptacles, a water heater, a range, or a car.

There is one piece of relief in the Code, and it is worth understanding precisely, because it is routinely misquoted. You do not have to count both the air conditioner and the heating equipment. NEC 220.60 is the general noncoincident-loads rule: where it is unlikely that two or more loads will be in use simultaneously, only the largest is required to be used in computing the total load. NEC 220.83(B) applies that same idea inside the existing-dwelling method, counting the larger of the air-conditioning load or the space-heating load rather than both.
Edition note: 230.79 and 220.83 above are quoted from NEC 2023, the edition Kentucky enforces. The 220.60 wording is quoted from NEC 2017; the rule is long-standing and we are not aware of a substantive change, but we have not confirmed it word-for-word against a 2023 copy, so we would rather tell you than round it off.
Notice the direction that cuts. In a Gulf-state home the air conditioner is the bigger number and the heat drops out. In a Kentucky home with strip heat, the heat is the bigger number, so the noncoincident rule leaves you carrying 15,000 VA rather than the 3,600 VA of the condenser. Same code section, opposite outcome. That is most of why Kentucky homes fail calculations that identical square footage in Georgia passes.

HOAs, Condos, and Renters: Kentucky Has No Right-to-Charge Law
Kentucky has not enacted a right-to-charge statute of the kind Florida, California, and Illinois have. Without one, a homeowners association or condominium association can restrict or deny an EV charger request under its own recorded covenants and architectural review process, the same as it could any other alteration. Renters have no statewide protection either; charging access is governed by the lease.
None of that changes the electrical math — the panel or sub-panel serving the unit still has to clear the same calculation. For how Kentucky compares with states that do have protections, see right-to-charge laws by state.
Does Your Kentucky Home Need a Service Upgrade?
The test is not the number on the panel door. It is NEC 230.79: the service disconnecting means must have a rating not less than the calculated load, determined under Article 220. The calculation produces a number; 230.79 checks it against your service rating.
Four things usually decide the outcome in a Kentucky home, in descending order of impact:
- Electric heat. Discussed above. If you have it, it is almost certainly the deciding load.
- Service size. In Kentucky, 100-amp services are ordinary and 60-amp services still exist. If yours is 60, start with can a 60-amp service handle an EV charger.
- Charger amperage. A charger set to 24 or 32 amps asks for far less than 48. Dialing it down is the cheapest lever in the entire problem, and on most commutes you will never notice.
- The demand factors themselves. 220.83(A) counts the first 8 kVA at 100 percent and the remainder at 40 percent, which is why many panels have more real headroom than adding up breaker ratings suggests.
What It Typically Costs
Kentucky does not have a separately documented cost structure, so these are the national tiers. The names are not interchangeable — a panel replacement and a full service upgrade are different jobs even though the dollar ranges overlap:

Running the calculation before you call anyone tells you which tier you are actually in. In a state where the honest answer is “service upgrade” more often than the national average, that also means knowing when it genuinely is — and being able to tell that apart from a contractor who quotes a 200-amp service to everyone. A 1,600 square foot Kentucky home with a 15 kW electric furnace can compute past 150 amps before a car is plugged in.
Does electric heat really change the answer that much?
Yes, more than anything else in the calculation. Under NEC 220.83(B), when air conditioning or electric space heating is being added or is present alongside the new load, the larger of the air-conditioning load or the space-heating load is counted, and NEC 220.60 is the general rule that lets you count only the larger of two loads that cannot operate at the same time. A 15 kW electric furnace is 15,000 VA, which is 62.5 amps at 240 volts on its own. That is why the same charger passes in a gas-heated home and fails two streets over.
Is there a Kentucky rebate for a home EV charger?
Not for buying the charger. The only state charger incentive, the Energy and Environment Cabinet’s EV Charger Grants, is restricted to state and local government agencies. On the utility side, LG&E and KU run a residential program called Optimized EV Charging — but read what it actually is: it pays you to let the utility shift when your car charges, not to buy or install the equipment. LG&E’s residential rebate list covers heat pumps, air conditioners and furnaces; there is no charger purchase rebate on it. Duke Energy Kentucky and Kentucky Power list no residential charger rebate at all. Check your own utility directly rather than a third-party rebate site — several currently advertise a "$200 to $300 LG&E charger rebate" that does not appear anywhere on LG&E’s own pages. Whether your panel needs an upgrade is a load calculation either way; an incentive changes the price, not the electrical answer.
Can an HOA in Kentucky stop me from installing a charger?
Kentucky has not enacted a right-to-charge statute of the kind Florida, California, and Illinois have. Without one, a homeowners association or condominium association can restrict or deny an EV charger installation under its own recorded covenants and architectural review process, the same as it could any other alteration. Getting to yes in Kentucky is a negotiation with the association, not a statutory backstop.
