Your Electrician Says You Need a Panel Upgrade. Here Is How to Check.
How do I check whether a panel upgrade quote is actually necessary?
Ask for the Article 220 load calculation. It either exists or it does not.
NEC 230.79 requires the service disconnecting means to have a rating not less than the calculated load determined in accordance with Article 220. That makes the question answerable on paper. A necessary upgrade has a calculation behind it with your square footage and your appliances in it. A default upgrade has a glance at the panel label behind it. I want to be careful here, because this topic invites a kind of writing I do not like: the one where every contractor is a villain. That is not my experience of the trade and it is not true.
What is true is that recommending the service change is the safe default for the person quoting it. It removes risk, it removes callbacks, and it is never wrong in the sense of being unsafe. Running the actual load calculation takes forty-five minutes of unbilled office time to possibly talk yourself out of the largest line item on the quote. You can see how the incentive lands without anyone being dishonest about it.
So the homeowner's job is not to catch anyone out. It is to move the conversation from judgment to arithmetic. Here is how.

The test is 100 percent, not 80 percent
If you research this yourself you will run into the 80 percent rule everywhere, usually phrased as: if your calculated load stays under 80 percent of your panel rating you are fine, and over it you need an upgrade. Very nearly every consumer article in this category repeats it. It is not the code test.
NEC 230.79 sets the requirement against the calculated load determined under Article 220, at the full rating of the service disconnecting means. Eighty percent of the rating is a genuinely useful comfort line — it tells you how much room you have left for the next thing you add — but a calculated load at 88 amps on a 100-amp service passes. It is tight, and tight is worth knowing about, but it is a pass.
This matters to your wallet because the difference between the comfort line and the actual line is the exact band where most marginal homes land. Being told you failed a test that is not the test is an expensive misunderstanding.
What a real calculation looks like
It is not mysterious. Here is the shape of a 220.83(A) result for an existing home adding a charger, so you know what you are looking at when it arrives:

If the sheet you get back has those bones, an appliance list that matches your kitchen, and a square footage close to your tax record, it is a real calculation. If the EV load was entered at 48 amps and you would be perfectly happy at 32, ask what changes.

If the price is the question, not the necessity
These are two different problems and they need two different answers. This page is about whether the work is needed. Times the upgrade is simply correct
- All-electric home: electric range, electric dryer, electric water heater, and electric heat.
- Heat pump with resistance strip backup, which can add 10,000 to 24,000 VA on the heating line.

- 60-amp or 100-amp service in a house that has been added onto since it was built.
- No available slots and no listed tandem option for that panel.
In all of those cases the calculation still helps you: it tells you how much service you actually need, which occasionally means 150 amps rather than the reflexive 200, and it gives the permit office a clean document.

The right question is not which method is best, it is which one applies to your facts and whether the numbers behind it match your actual appliances.
