Which Electrical Code Does Oregon Enforce?
Oregon currently enforces the 2023 Oregon Electrical Specialty Code (OESC), effective October 1, 2023, which is based on the 2023 edition of the National Electrical Code. That's simpler than some states: Oregon adopts its electrical code at the state level through the Building Codes Division, and no evidence turned up of Portland, Bend, or any other Oregon city or county running its own amended electrical code the way, say, Chicago does in Illinois.
Practical takeaway: the code itself is one statewide edition, but your local building department is still the inspecting jurisdiction that issues your permit and inspects the work. The demand-factor math that decides whether your panel has room for a charger is the same math behind the OESC as it is behind the NEC everywhere: 3 volt-amperes per square foot for general lighting, the first 10 kVA at 100 percent and the remainder at 40 percent under the Optional Method (220.82) for new construction, or the first 8 kVA at 100 percent under the Existing Dwelling Method (220.83(A)) for the far more common case of adding a charger to a home you already have.

Permit and Licensing Requirements in Oregon
A permit is required to install an EV charging system in Oregon, obtained from the local inspecting jurisdiction — the same baseline expectation as most states. Typically, the licensed electrician doing the work pulls the permit, schedules the inspection, and handles the paperwork as part of the job.
The Minor-Label Path for a Garage Charger
For the single most common EV charger install — a wall-mounted charger in an attached garage, fed from a panel that's also in that garage — Oregon offers a lighter-weight route. A licensed electrical contractor employing a general supervising electrician is authorized to use a minor installation label to install a new branch circuit limited to 40 amps at 240 volts for a wall-mounted EVSE in the garage of a one- or two-family dwelling, as long as the panel is in the garage within sight of the EVSE unit.
When this doesn't apply. A detached garage, a subpanel installation, a panel that isn't within sight of the charger, an amperage above 40A at 240V, or an installation in a wet or damp location falls outside the minor-label path and goes through the standard permit process instead. That last one catches more Oregon installs than you'd think — a carport, an unconditioned outbuilding, or an exterior wall mount on the coast can all land there. Confirm which path applies to your specific install with your electrician and the local building department.
Can You Install Your Own EV Charger Circuit?
Oregon exempts a homeowner (or immediate family member) from needing an electrician's license to do electrical work on residential or farm property they own, as long as the property isn't intended for sale, exchange, lease, or rent. But that's a license exemption, not a permit exemption — and it's narrower than it first sounds. The same statute is explicit that it does not establish an exemption for new electrical installations or substantial alterations to existing installations; only maintenance and repair of what's already there is permit-exempt. A brand-new EV charger circuit is a new installation. A homeowner doing the physical work themselves still needs to pull a permit and pass inspection — the license exemption just means they don't need to hold a contractor license to do the labor on their own home.
Rebates and Incentives That Are Actually Live in Oregon
Rebate pages go stale fast, and Oregon has a live example of how that trips people up: PGE's old Home EV Charging Rebates page now redirects into its Smart Charging program, and the actual dollar figures moved behind a "rebate guide" link rather than staying in the page text. They are still published — you just have to open the guide to see them. Here's what I could confirm on the utilities' and the state's own pages as of August 2026:
- Pacific Power currently offers an income-qualified residential rebate: up to $1,500 for a hardwired Level 2 charger, or up to $500 for a 240V outlet for a non-hardwired charger. The equipment has to be purchased on or after January 1, 2026, the application has to go in within one year of purchase, installation has to be done by a licensed electrician, and customers who already received a Pacific Power EV charger incentive before aren't eligible again. Its own page is inconsistent on the exact income threshold — one section says at or below 150 percent of Oregon median income, another says 160 percent — so confirm your eligibility directly with Pacific Power rather than assuming either number.
- PGE runs its incentives through its Smart Charging program, and the figures are public — they live behind the "rebate guide" link on the program page rather than in the page text, which is why they're easy to miss:
- Charger Installation Rebate — up to $300, or up to $1,000 if you're income-qualified, for purchasing and installing a qualifying Level 2 charger. The charger has to be hardwired and on PGE's qualified charger list.
- Panel Upgrade Rebate — up to $1,000, or up to $5,000 if income-qualified. Read the conditions closely: it is not a standalone rebate and can only be paired with the charger rebate, the work has to replace your existing main breaker panel with a 200-amp-or-higher panel with at least 30 slots and 40 circuits, sub-panels don't qualify, and the upgrade must have been completed after November 16, 2022.
- $25 seasonal bill credit for letting PGE manage charging times during a Smart Charging season, plus $50 Bring Your Own Charger and Vehicle Telematics rebates (the latter for a Tesla paired with a non-qualified Level 2 charger).
- The Oregon Clean Vehicle Rebate Program is a separate program that pays toward the vehicle purchase itself, not the charger installation — but it's worth knowing about if you're timing an EV purchase alongside your charger install. It reopens August 25, 2026 and runs through November 4, 2026 for vehicles purchased or leased in that window, after which funds are expected to run out again. The Standard Rebate runs $2,000 for a battery-electric vehicle with a 10+ kWh battery, $1,500 for a plug-in hybrid with a 10+ kWh battery, $750 for a smaller-battery vehicle, and $375 for a zero-emission motorcycle. Income-qualified buyers can apply for the Charge Ahead Rebate instead of the Standard Rebate — DEQ is explicit that the two may not be combined, so it replaces the Standard Rebate rather than stacking on top of it.
None of these change the electrical answer — whether your panel needs an upgrade is still a load calculation, not an incentive question. But a real rebate can meaningfully offset the cost either way, so it's worth confirming current status directly with the utility or program before you budget around a number you saw somewhere else.
Renting, HOAs, and Condos: Oregon's Right-to-Charge Laws
Oregon backs up EV charger installation with statute in three situations where a homeowner isn't the one making the final call — renters, HOA members, and condo owners each have their own right-to-charge protection:
- Renters (ORS 90.462). A tenant can apply to install an EV charging station, and the landlord must approve a complete application within 60 days, with limited exceptions. The tenant has to hire a licensed journeyman electrician, cover all the costs, and — for stations that aren't hardwired-certified — carry at least $100,000 in liability insurance naming the landlord as an additional insured. The station stays the tenant's personal property unless the lease says otherwise.
- HOA members (ORS 94.762). A homeowners association has to approve a complete application within 60 days and can't prohibit a compliant installation outright — though it can still require the application itself, architectural compliance, reasonable cost-recovery for review and permitting, and, for non-hardwired units, liability insurance up to $1 million naming the association as an additional insured.
- Condo owners (ORS 100.627). The same 60-day approval and no-prohibition protection applies to condo unit owners, with installation again requiring a licensed journeyman electrician, the owner covering all costs, and up to $1 million in liability insurance for non-certified hardwired stations. Owners generally have to disclose the station to prospective buyers and remove it before transferring ownership unless the buyer agrees to keep it.
None of these statutes change the electrical math — the panel or subpanel serving the unit still has to clear the same load calculation. Public Fast-Charging Growth in Oregon
Oregon's NEVI-funded fast-charging corridor program (run by ODOT) is in its second funding round: $32.3 million obligated to build 24 DC fast-charging stations, totaling 126 charging ports, along I-84 and US-20, US-26, US-97, and US-101. Construction is expected to begin over the following 12 to 18 months, with the first Round 2 stations coming online in 2027. A third grant round was slated to launch in summer 2026, working toward a program-wide target of roughly 50 fast-charging stations statewide.
That buildout doesn't change the home-panel question, but it does affect how much home-charging capacity a household actually needs — more reliable fast charging along regular travel routes can reduce how much a family leans on a large-amperage charger at home.
Does Your Oregon Home Need a Panel Upgrade?
This is the question every Oregon-specific factor above eventually funnels into, and the answer doesn't change based on your ZIP code, your utility, or which Oregon city you're in: whether your panel needs an upgrade is decided by the NEC 220.83(A) load calculation for an existing home adding a charger — not by the amp number stamped on your panel door, its age, or a contractor's guess from across the garage.
Four things usually decide the outcome, in roughly descending order of impact:
- Gas vs. electric appliances. Gas heat and a gas water heater remove two of the largest fixed-appliance loads from the calculation entirely.
- Existing HVAC. Portland-area homes with heat pumps or central air, and Bend-area homes with heavier heating loads for a colder climate, both carry an HVAC load that eats into a panel's available headroom.
- Charger amperage. A 16A or 24A charger setting asks for far less than a 48A charger. Dialing the charger down is one of the most direct ways to make a tight panel work without any electrical changes.
- The demand-factor math itself. NEC 220.83(A) counts the first 8 kVA of load at 100 percent and the remainder at only 40 percent — which is why many panels have more real headroom than adding up individual breaker ratings would suggest.
How ChargeRight handles the HVAC-plus-charger question. ChargeRight's engine takes a conservative reading of 220.83(A): it counts your existing HVAC's full nameplate load and the new EV charger's load at 100 percent each, outside the 8 kVA/40 percent demand-factor pool entirely, rather than folding either one into the pool at a reduced percentage. That's ChargeRight's own conservative interpretation of how those two loads should be treated alongside 220.83(A)'s table — not a claim about what the code text itself explicitly states, and not the only defensible reading. It means ChargeRight will sometimes tell you that you need more headroom than a looser interpretation would, which is the direction we'd rather err on.
There is no 25 percent largest-motor surcharge inside this math — that step belongs to the Standard Method (via NEC 430.24), not 220.83(A)/(B) or 220.82. Once the Charger Fits: Breaker Sizing
Separate from the panel-capacity question, once you know what charger amperage your calculation supports, NEC 625.41 sets the minimum breaker at 125 percent of the charger's continuous load (EV charging is treated as a continuous load under NEC 625.42). An edition note specific to this article. The Article 625 wording quoted below is from the 2017 NEC, which is the verbatim text I keep on file. Article 625 was reorganized across the 2020 and 2023 editions — so under Oregon's 2023-based OESC, treat the 125 percent requirement as the durable idea and confirm the exact subsection numbering with your electrician or the inspecting jurisdiction rather than quoting my section number at an inspector. The Article 220 load-calculation sections above sit on firmer ground: their demand factors were checked identical in the 2020 edition against a licensed copy, and it is the 2026 edition — not 2023 — that changes those numbers.
What It Typically Costs in Oregon
Costs run in the same four tiers ChargeRight publishes nationally — Oregon doesn't have a separately documented cost structure, so treat these as the general range to expect. The four tiers name different scopes of work; a "panel replacement" is not the same job as a "full service upgrade," even though their dollar ranges overlap:

A "panel replacement" swaps the panel at the same service size; a "full service upgrade" replaces the service entrance and raises capacity — two different jobs, priced differently.
