Permit and Licensing Requirements in Georgia

Can You Install Your Own EV Charger Circuit?
Georgia recognizes a homeowner exemption from the state's electrical contractor licensing requirement under O.C.G.A. § 43-14-13(d): an individual may install, alter, or repair electrical wiring in a residential dwelling they own or occupy, provided the work conforms to code and any applicable local ordinances and inspection requirements. In practice, the exemption is applied to a single-family residence that is the owner's primary domicile, and local building departments do not extend it to rental properties, multi-family structures, or commercial buildings.
Doing the work yourself still means passing the same inspection. The exemption covers who's allowed to pull the permit and do the labor — it doesn't change what the inspector is checking. A DIY circuit still has to meet the same NEC 625 and Article 220 requirements a licensed electrician's work would, and a failed rough-in or final inspection costs more time than hiring it out in the first place for most homeowners.
The Georgia Power Rebate That's Actually Live
Georgia doesn't run a statewide EV charger rebate program. What's real is a single utility program, and it's worth knowing the exact terms before you count on it:
- Georgia Power offers up to $300 toward purchasing and installing a Level 2 (208/240V) charger with a dedicated circuit, for residential customers in a single-family home or townhome, for installations completed between January 1, 2026 and December 31, 2028. You submit a rebate request form with a copy of the paid installation and charger invoice(s) within 6 months of the install. Third-party vendors and EV charging businesses are excluded, and the program notes rebate funds are available while they last, with the amount subject to change.
None of this changes the electrical answer — whether your panel needs an upgrade is still a load calculation, not an incentive question. Confirm current terms directly with Georgia Power before budgeting around this figure; utility rebate programs change their amounts and windows without much notice.
Condos, HOAs, and Renters: Georgia Has No Right-to-Charge Law
Unlike Florida, California, Illinois, and a dozen other states, Georgia has not passed a right-to-charge statute. That means an HOA or condo association in Georgia can still deny or restrict an EV charger installation request under its own recorded covenants and architectural review process, the same way it could deny any other exterior alteration.
- HOA and condo-governed homes. No Georgia statute grants an individual owner a right to install a charging station the way Florida's FS 718.113 or California's Civil Code do. Approval is entirely up to the association's own governing documents and process.
- Renters. Georgia has no dedicated statewide right-to-charge statute for tenants either. Whether a landlord allows a charger installation, and who pays for it, is governed by the lease and the landlord's discretion.
None of this changes the electrical math — the panel or subpanel serving the unit still has to clear the same load calculation. What it means is that in Georgia, getting to "yes" is entirely a negotiation with your association or landlord, not a statutory backstop. Does Your Georgia Home Need a Panel Upgrade?
This is the question every Georgia-specific factor above eventually funnels into, and the answer doesn't change based on your ZIP code, your utility, or which Georgia city you're in: whether your panel needs an upgrade is decided by checking the NEC 220.83(A) load calculation for an existing home adding a charger against NEC 230.79's service-rating test — not by the amp number stamped on your panel door, its age, or a contractor's guess from across the garage.
Four things usually decide the outcome, in roughly descending order of impact:
- Central air conditioning. Georgia's hot, humid summers mean central AC is a dominant fixed load in almost every home, and it's usually the single biggest factor eating into a panel's available headroom.
- Electric water heater and range. Georgia homes split between gas and electric for these appliances; electric versions of either add meaningfully to the calculation, while gas removes them from it entirely.

Once the Charger Fits: Breaker Sizing
Separate from the panel-capacity question, once you know what charger amperage your calculation supports, NEC 625.41 sets the minimum breaker at 125 percent of the charger's continuous load (EV charging is treated as a continuous load under NEC 625.42). What It Typically Costs in Georgia
